I've spoken with @Vix, and I think the way we're going to do this is to just put the usernames of all who meet the requirements into ChatGPT and have it pick one at random. I'll post a screenshot of the results here
We'll do something different to select the next winner.

I figured a better way of doing this was just to use a random number picker based on the numbers associated with each username in the list.
With that said, @MR.Spuf is our first winner!
