Bring in five members, get "On the Beat" badge for being a rookie policeman?

Armed response, Inspector, Sheriff...

Easily abused, not much can come from it but a twist on referrals...

I can award trophies (not badges, that's used for the star system) for referrals, if that's what you're "referring" to. ;)

We have a few already, but I can rename them and make them more fun: https://officeoutlaw.com/help/trophies/
 
I never gave a threshold on this.

Let's say +8 and I'll add in or rename some of the existing trophies for referrals.
