Great point getting that when he gets a bit older I got friend on standby who breeds ferrets told her when he gets older he will get some.

Don't buy mini instruments because they rarely work properly. If he's into music, there are ukuleles you can buy him, which are designed to be small so they're not just a small guitar.
If you feel a bit more adventurous, you can try and find him a cavaquinho, although it's harder to play and stupidly hard to find.
I think your idea right on the ukulele other thing I think you right be hard to find.

After reading this all, I think a flute will be the best option to go with. Small, Easy to use and Easy to learn(not that easy, but if he is into music, he can surely learn it)
