It's called a progressive web app (PWA). It provides you with an app-like experience, even adding an app button to your device.
As far as anyone is considered, it's basically an app.
If you want to install it, go on your mobile device and click the hamburger menu.
You might have to scroll down a bit, but if you click the "Install The App" button, it'll provide you with instructions on how to do that.
In my case, because I have an iPhone, I click the "share" button when I'm on officeoutlaw.com and then click the "Add To Homescreen" button. This then adds Office Outlaw to my apps list.
