There's nothing new anyone needs to do here, this is just a rule explaining under what circumstances staff will create a megathread under.

4.7 Megathread Creation​

Staff may create megathreads by merging existing content into one thread if multiple threads on the same topic are created. This is typically done for specific topics (i.e., a specific major update on a social media site, a specific event, a specific update on a search engine), but not for broad topics (i.e., Everything About Social Media); however, exceptions may occur for broad topics that becoming dominating on the platform. Megathreads can also be created by members and staff will move posts into the megathread so long as the topic is not deemed too broad.

Correct.

To make a request, just send in a report on your own thread or create a support ticket.
