I was looking over rule 2.9 and noticed there were some loopholes in the rule that meant that the moderation team could not address thread derailing in the way they needed to.

For reference, here's the rule as it was about thread derailing
2.9 Thread Derailing
Users must remain on-topic when participating in discussions outside of the Saloon sections. Off-topic responses, jokes, or repeated disruptions may result in the issuance of a notice if deemed excessive. The moderation team may intervene to refocus the thread or issue content-related warnings when necessary.
The way the rule was, it meant that someone could derail threads in any of The Saloons and didn't address single off-topic responses across multiple threads. This meant that someone could just come on here and derail Saloon threads or post "I like drinking water" once across multiple threads with no repercussions.

With that in mind, rule 2.9 has now been rephrased to make this clearer based on the points above. Here's the updated rule that address these loopholes.
2.9 Thread Derailing
Users must remain on-topic when participating in discussions. Repeated off-topic responses, jokes, or disruptions in a thread may result in the issuance of a notice if deemed excessive. The same applies to attempts to derail multiple threads with single off-topic remarks. In some cases, the moderation team may intervene to refocus the thread or issue content-related warnings when necessary.
In other words, you can now report thread derailing in any of The Saloons or thread derailing that occurs across multiple threads but isn't excessive in any single thread.

The moderation team's response depends on how often a specific member derails threads and what kind of content they're derailing with. For instance, a moderator may post in the thread to get back on topic if multiple members are involved, send the member a verbal warning, or issue a notice. If they're derailing it with illegal content, that'll result in a notice and the content being removed.
