Update Tribunal Section Update

I've updated The Tribunal section to improve the functionality of it. Unfortunately, The Tribunal section had to be used today. This was something we all knew would happen one day, but it was inevitability.

Four new prefixes have been added in: Settled & Unsettled.

• Cancelled- Contempt: These Tribunals have been cancelled as the thread starter has been found to be in contempt.
• Settled - Banned: This is used for if the defendant has been banned.
• Settled - Refunded: Self-explanatory
• Unsettled: These are for in-progress Tribunals.

There's also been a new restriction added to those with active Tribunals where they can no longer start new DMs. They can still respond to existing DMs, though.

Settles is a confusing term because technically both parties can settle the disagreement.

Also, if a seller opens a tribunal post against a buyer that didn't pay, none of the statuses apply if the buyer ended up paying. So maybe combine them into a "Settled" and call it a day. Every business dispute that is solved is technically a settlement anyway.
