Yes, you upload the FILE to VT and scan it, not scanning the URL.

The only time it is ok not to scan the FILE by uploading it is when file is to big for VT, ie over 650MB read this:

(If a virus scan cannot be made due to file size, please use the following phrase in your downloads thread: "File too big to scan, please scan it locally."

I think this is a common thing with VT scans where most people don’t know they have to scan the file and not the URL. I’ve seen that happen in other places too.
