At least the most cost effective way.
Once they have things set up here and the forum has been somewhat content-filled then Reddit spam spree should be in order.

How can Udemy have their own cold email outreach section, filled with all sorts of tutorials and we can't have it?
I have no expectations really.. just hoping you get this thing going as it has all the prerequisites being great.
Also, I saw @roydan is going to do a cold outreach campaign and I think I will run one myself too... did this a few years back and I managed to feed myself off from it for a while...
