Maybe the decimals are taken into consideration when you're sending but are rounded back once the transaction settled?

it won't let you go to 0 I dont think if you got 9 or less karma and you try to send 9.

It's fine if you got 9 and send 8 as it will cost you 1 to go to 0

so you can abuse the system to avoid tax but you can't totally avoid not paying tax just like in real life
