After a name change
will your original (previous) name go back into the pool to be used

For example
@Yes use to be known as @RushinWind
now that he has been changed to @Yes, does that mean, someone can take @RushinWind?

If yes (no pun intended)
Is there any policy or rules in place to stop impersonation of other members?

Okay, jokes aside.. I think, yes! There should need to specify in the Rules..

Also, if old username history exist, then noone can able to re-create such old used usernames..

I don’t think it should be as it would lead to a lot of confusion as to who’s who, especially where generic usernames are concerned. It would be an absolute mess and I think on the other forum too it wasn’t allowed?
 
I don't think it will be allowed by default.
 
I had it set to 1 year originally because if I disabled the option, usernames would just become available to register again immediately after they're changed.

I instead set it so that usernames are now unavailable to re-register for... one hundred years!
