New No new services accepted at Trading Post?

From site guides, I can see that no new services are accepted...

When I navigate to site guides and want to post mine, I can only see: Insufficient Privileges.

What is the status of this, and when can we use it again?

I remember that there was an exception for founding members. At least at some point.
