Implemented Regards to sharing sites downloads

Just thought of a scenario where members links to a pdf only containing a link to another sharing site to circumvent the sharing site rules, we need to specify this too as I know it is a problem at the other forum weekly with downloads like that.

Needs to be added to both downloads categories rules maybe.

Please do not try to circumvent any means. This includes by sharing a link to a PDF download that links to a prohibited download.

Added this to both downloads sections.
