Yeah I think 94/95.

Do you remember the anti java script and css thing? frames and tables ruled.. in late 90s/ early 00s where every dev was against java script and designers hated css now look where we are

Yeah, those were tough times on the phone bills, I remember when I upgraded my phone lines to dual ISDN 2x64Kbit (128 together) those bills got expensive.
