Do you mean the ability to add signature banners to signature spaces? You should be able to do this now.

not sure if @Zwielicht has changed the "4 day" threshold to 2 stars now
but considering your signup date, it could be either one

We've increased the requirements to buy Sapphire Status from the upgrades page from 4 days to needing to earn 2 stars and have a 7 day old account. The star system is being used for this to prevent someone from coming on just posting "Welcome" to bump their message count. You know, we want engaged members of the community purchasing Sapphire Status. As time goes on, we'll be increasing these requirements to 3 stars and 30 days.

From what i see, majority of the trophy/star system is tied to post count as well.
The non-post ones would only really take you up to 2 stars from what @Zwielicht here.
So to get to three, they still would need Post Count & Reactions from the looks of it.
