I think Google themselves have said there would only be any effect from using the tool for sites that already have a Manual Action penalty. Anything else would be a waste of time IMO.
I'm pretty sure they've said they'll be removing the disavow tool sometime in the future. Bing removed theirs in 2023. The whole exercise remains a waste of time in my eyes.
