Basically, this follows Z's round of highlighting a bunch of threads from a couple of hours ago.
We got to a size that some of the good threads are "missed", a good example would be this one:

That I haven't seen, and would've probably missed if it wasn't for the recent bump.
My idea is to let users from a certain rank (not sure which at this point - just to prevent it from being spammed) to recommend posts for the newsletter or to be highlighted, for final approval from the mods.
Something similar to reporting a post, just the other way around.
This to allow more threads to get the exposure they "deserve" and give quality threads more attention.
